Finance Minister to Coordinate with Transportation Ministry to Address Port Service Tariff Disparities
Finance Minister Purbaya Yudhi Sadewa has stated that he will coordinate with the Ministry of Transportation to resolve the problem of tariff disparity for Lift On/Lift Off (LoLo) services at empty container depots outside port areas.
During the 13th Debottlenecking Channel Session at the Ministry of Finance office in Jakarta on Wednesday, Purbaya received a complaint from the National Leadership Board of the Indonesian Transport Service Users Council (DPN Depalindo), representing PT Jakarta Mitra Graha, regarding high logistics costs and a lack of transparency in the setting of LoLo service tariffs.
DPN Depalindo stated that tariffs outside the port are approximately Rp300,000 to Rp400,000 higher per container compared to similar tariffs inside the port.
DPN Depalindo explained that this disparity has arisen because there is no regulation specifically governing the structure, components, and tariff classes for LoLo services.
Service users also raised the issue of several additional charges, such as cleaning, damage, survey, administration, and seal fees, which they believe require clearer inspection standards and invoice details, as well as the need for stronger coordination on depot licensing supervision between regional governments and the Ministry of Transportation.
“We will coordinate with the Ministry of Transportation to resolve this issue together,” said Purbaya.
The Finance Minister said there is a need to standardise the governance and service mechanisms for empty container depots, both inside and outside port areas, including reviewing provisions for foreign companies that own depot facilities in Indonesia.
Purbaya said the Task Force for the Acceleration of Government Programmes to Support Increased Economic Growth (P3M-PPE) will follow up on this discussion in a coordinated manner with relevant ministries and agencies.
This is intended to ensure policy clarity, business certainty, and the creation of a more efficient and uniform process.
“First, an investigation will be carried out to standardise tariffs both inside and outside the port. Second, provisions regarding foreign companies that own depots in Indonesia will also be reviewed,” the Finance Minister explained.
Further discussions will be held in a coordination meeting of the P3M-PPE Task Force and with Transportation Minister Dudy Purwagandhi within the next two weeks.
“This regulatory adjustment will also help MSMEs, and ultimately can help ease pressure on the rupiah,” he said.
