Finance Minister Purbaya mediates land issues for Saguling Floating Solar Project
Jakarta (ANTARA) - Finance Minister Purbaya Yudhi Sadewa held a “debottlenecking” complaint session to mediate land issues for the Saguling Floating Solar Power Project.
The issues are faced by PT Indo ACWA Tenaga Saguling (ACWA), a joint venture between PT PLN Indonesia Power Renewables and ACWA Power.
In the session, the government will accelerate the resolution of project obstacles, including coordination with the West Java Provincial Government, PLN, and the Ministry of Forestry.
“If that’s the case, I think it’s clear. In this morning’s meeting, we’ve eliminated your obstacles. Later, West Java Province, PLN, and Forestry (Ministry of Forestry) are all committed to accelerating this project. We ensure that in a month from now, you can start moving. We’ll monitor it from time to time,” said Purbaya in Jakarta on Thursday.
In the session, CEO of ACWA Power Indonesia, Tim Anderson, stated that the main obstacle to the project stems from the unissued Forest Area Utilisation Approval (PPKH) from the Ministry of Forestry.
According to him, the land owned by Indonesia Power and the land acquired from local residents is not problematic. However, there remains approximately 4.4 km of land owned by the Ministry of Forestry that requires PPKH approval.
“The land directly owned by our colleagues from Indonesia Power is already secure. The land owned by local residents has also been acquired through purchase. It’s just about 4.4 km owned by the Ministry of Forestry. That means to use those special facilities, we must have PPKH permission,” said Tim Anderson.
Meanwhile, the Ministry of Forestry stated that the PPKH application process is not yet complete due to the absence of a recommendation letter from the West Java Provincial Government as one of the administrative requirements.
Then, the Secretary General of West Java Province, Herman Suryatman, explained that the provincial government has not issued the recommendation because there is no commitment to fulfil the 1,081 hectares of replacement land.
He mentioned that PLN’s obligation to provide replacement land has only been realised for about 159 hectares or around 14.7% of the total promised.
“Therefore, we humbly request commitment from PLN and PT ACWA. For PLN, we request fulfilment of the 1,081 hectares of replacement land in West Java, which has only been met by 14.7% or 159 hectares. So there is still a significant obligation for PLN to provide replacement land,” explained Herman.
In addition, the West Java Provincial Government also requested PT ACWA to create an integrity pact to ensure no tree felling that could trigger environmental damage and natural disasters in West Java.
Thus, the debottlenecking session agreed that PT PLN can fulfil the obligation to provide 1,081 hectares of replacement land by 2027.
The 60 MWac Saguling Floating Solar Power Plant is a large-scale solar power plant project built on the surface of the Saguling Reservoir, West Bandung Regency, West Java.
This project is one of the National Strategic Projects (PSN) designed to support Indonesia’s clean energy transition.
The project is the first green energy project whose funding is carried out through cooperation between the Indonesian Government and international partners under the Just Energy Transition Partnership (JETP) scheme, signed on 29 April 2025.
