Finance Minister Purbaya Extends Anti-Dumping Duties on Plastic Products

Finance Minister Purbaya Yudhi Sadewa has extended the anti-dumping import duty (BMAD) regulations on plastic products, specifically Biaxially Oriented Polyethylene Terephthalate (Bopet) originating from China, India, and Thailand. This policy is enshrined in Ministerial Regulation on Finance (PMK) Number 14 of 2026.

The new PMK will take effect from 4 April 2026 until 5 April 2031. “The results of the investigation by the Indonesian Anti-Dumping Committee have proven that dumping practices on imports of biaxially oriented polyethylene terephthalate originating from India, the People’s Republic of China, and Thailand are still ongoing, thus the imposition of anti-dumping import duties is necessary,” as stated in the PMK, quoted on Thursday, 2 April 2026.

Anti-dumping import duties are state levies imposed on dumped goods that cause injury. In addition to import duties, imported goods may also be subject to anti-dumping import duties if the export price of the imported goods is lower than their normal value, as regulated in Government Regulation Number 34 of 2011 on Anti-Dumping Measures, Countervailing Measures, and Trade Safeguard Measures.

The BMAD in the new PMK is imposed on Bopet products in the form of plates, sheets, film, foil, and other strips, made of plastic, non-cellular and not reinforced, not laminated, not supported, or not combined in any similar way. These materials are included in tariff positions ex3920.62.10, ex3920.62.91, and ex3920.62.99.

Previously, the BMAD policy on Bopet products from the three countries was regulated in Ministerial Regulation on Finance Number 11/PMK.010/2021. As its validity period has expired, the government has extended the regulation.

In the new PMK, the government regulates the percentage of anti-dumping import duty tariffs for each country along with the company names. The details are as follows.

SRF Industries (Thailand) Limited - 5.4 percent

Polyplex (Thailand) Public Company Limited - 2.2 percent

A.J. Plast Public Company Limited - 7.1 percent

Other companies - 7.1 percent
