Finance Minister: President to deliver the KEM-PPKF amid flagship government programmes

This is a historic moment—the first time a president has delivered a speech within the KEM-PPKF. It is permissible; there is no law governing it, is there? I thought there wasn’t any law.

Jakarta (ANTARA) - Finance Minister Purbaya Yudhi Sadewa explained that President Prabowo Subianto delivered the Macroeconomic Framework and the Core Principles of Fiscal Policy for the 2027 Budget Year (RAPBN 2027) directly because there are flagship government programmes.

‘There are important messages in the KEM-PPKF, where the KEM-PPKF contains the President’s flagship programmes. So, he must speak, not me,’ Purbaya said when contacted by journalists at the APBN KiTa May 2026 press conference in Jakarta on Tuesday.

According to Purbaya, there is no regulation requiring that the KEM-PPKF speech be delivered by the finance minister. Nor is there any rule forbidding a head of state from directly presenting the KEM-PPKF in the DPR RI’s plenary session.

Therefore, Purbaya said, President Prabowo has the right to directly present the government’s economic policy directions in the KEM-PPKF.

Meanwhile, Secretary of State Prasetyo Hadi, who is also the President’s spokesperson, explained that President Prabowo Subianto delivered the KEM-PPKF directly to align views and to unite strength.

‘God willing (Mr President) will attend. Coincidentally (Wednesday) the 20th, which coincides with National Awakening Day. So, the President wishes to seize the moment to once again unify our views and strength as a nation, particularly in carrying out the task of safeguarding our country’s economy,’ Prasetyo Hadi told reporters when contacted in Jakarta on Tuesday afternoon.

The DPR’s plenary meeting on Wednesday is scheduled to take place in the Plenary Meeting Room, Nusantara Building of the MPR/DPR/DPD RI, Jakarta, at 09:00 WIB.

There are three main items to be discussed in the session: first, the government’s delivery of the Macroeconomic Framework and the Core Principles of Fiscal Policy for the 2027 RAPBN; second, the Legislation Body’s report on evaluating changes to the 2026 Priority Prolegnas; then followed by decision-making; and the opinions of factions on a bill proposed by DPR Commission III concerning amendments to Law No. 2 of 2002 on the Indonesian National Police, followed by the decision to convert it into a DPR-proposed bill.

In the event, President Prabowo is scheduled to deliver a speech directly outlining the Macroeconomic Framework and the Core Principles of Fiscal Policy for the 2027 RAPBN. The speech session is scheduled to begin at about 10:00 WIB.
