Finance Minister Highlights Suspected Rp3 Trillion Leakage at Container Depots

Finance Minister Purbaya Yudhi Sadewa has highlighted the potential economic leakage of up to trillions of rupiah from the empty container depot business and has called for an investigation into the disparity in lift-on/lift-off (LoLo) service tariffs outside port areas. This initiative was a key focus during the 13th Session of the Debottlenecking Channel held by the Task Force for the Acceleration of Government Programmes to Support Increased Economic Growth (P3M-PPE) on Wednesday (12/8/2026).

During the open session at the Ministry of Finance, the government addressed two complaints from the business sector: high logistics costs due to non-transparent LoLo service tariffs at empty container depots and licensing barriers for the utilisation of production forests in Aceh.

The first complaint was submitted by the National Leadership Council of the Indonesian Transport Users Council (DPN Depalindo), representing PT Jakarta Mitra Graha. They highlighted that LoLo service tariffs outside the port are reportedly more expensive by around Rp300,000 to Rp400,000 per container compared to similar tariffs inside the port. According to business operators, this disparity arises because there is no specific regulation governing the structure and components of LoLo service tariffs at empty container depots. Additionally, several extra charges such as cleaning, damage, survey, administration, and seal fees are considered to lack clear standards.

Responding to this, Purbaya asserted that the government will coordinate with the Ministry of Transportation to investigate and standardise the governance of container depot services, both inside and outside port areas. “We will coordinate with the Ministry of Transportation to resolve this issue together. First, an investigation will be conducted to standardise tariffs both inside and outside the port. Second, regulations concerning foreign companies that own depots in Indonesia will also be reviewed,” Purbaya said in an official statement. He added that further discussions will be held within two weeks, involving the Minister of Transportation to expedite decision-making.

Purbaya stressed that reforming this sector is crucial because there is a potential economic value that can be optimised domestically. “The important thing is that we want to ensure the potential economic value of Rp2-3 trillion can be optimally utilised within the country. This regulatory adjustment will also help small and medium enterprises, and ultimately help ease pressure on the rupiah,” he asserted.
