Finance Minister Breaks Silence on Delayed THR for Civil Servants, Reveals the Culprit
The government has assured that the budget for Tunjangan Hari Raya (THR) for civil servants (ASN) is available. However, disbursement has not yet been fully completed.
This was stated by Finance Minister Purbaya Yudhi Sadewa. He noted that the main obstacle arises from the submission process at each ministry and agency (K/L).
According to him, the Ministry of Finance faces no hurdles in channelling the funds. Payments will be made directly once submissions from the relevant agencies are received and meet administrative requirements.
“At the ministries and agencies that submit. We pay when it comes in, pay, when it comes in, pay,” said Purbaya in Jakarta on Friday, 27 March 2026.
He emphasised that the government has prepared the entire THR budget sourced from the state budget (APBN). However, disbursement must still follow the applicable mechanisms, including official submissions from each K/L.
Without such submissions, the payment process cannot proceed.
Furthermore, Purbaya explained that the completeness of documents is a crucial factor in accelerating THR disbursement. Every submission must meet the established administrative requirements. If incomplete, the process will be delayed.
“The requirements might not be clear yet. I don’t know the details. It’s case by case, but clearly, the money is ready on our end,” said Purbaya.
He assured that the THR funds remain secure and ready to be disbursed to all recipients. Nevertheless, the government prioritises prudence in every stage of disbursement to comply with prevailing regulations.
Based on data as of 25 March 2026 at 15:00 WIB, the realisation of THR payments for central government ASN has reached Rp18.5 trillion for 2,500,524 employees. This figure reflects significant progress, though not yet at 100 per cent.
The breakdown shows THR payments for civil servants (PNS) at Rp10.33 trillion for 926,072 employees. Meanwhile, government employees with work agreements (PPPK) received Rp1.04 trillion for 429,771 employees.
For security apparatus, Polri members have received Rp3.42 trillion for 489,654 personnel, while TNI soldiers obtained Rp3.37 trillion for 581,434 personnel. Non-PNS government employees (PPNPN) received Rp344.8 billion for 73,593 employees.
Institutionally, 8,891 work units (satker) have realised THR payments. On the other hand, all ministries and agencies—98 institutions—have reportedly submitted disbursement requests, though the process is still proceeding in stages.
