Under Government Regulation in Lieu of Law No. 1 and No. 2, Imam Samudra and Ali Ghufron could face the death penalty or life imprisonment if declared guilty.

The other 12 suspects are Hernianto, Junaedi, Saeful, Makmuri, Andri Oktavia, Herlambang, Yudi Wibowo, Musafak, Masykur, Andi Hidayat, Abdul Rauf and Mohammad Najib. They could face sentences of between four and 20 years in jail for their alleged roles.
