Field Hearing on Corruption in Community Health Centre Project: Building Becomes Wasp Nest
The Corruption Crimes Court Panel at the Mataram District Court in West Nusa Tenggara held an on-site examination hearing at the Batu Jangkih Community Health Centre building project in Praya Barat Subdistrict on Tuesday (12/5/2026). During the hearing, the prosecutor demonstrated that the building’s condition is prone to collapse and has even become a wasp nest.
The field hearing was led by Judge Djoko Sopriyono of the Mataram Corruption Court, accompanied by clerk Agus Susantijo. The session was attended by the three defendants in this case: Lalu Mutawali, as the commitment-making official (PPK), Efendi, Director of CV Rangga Makzza, and Abdullah, the director’s attorney-in-fact. They were each accompanied by their respective legal counsel.
Head of the Special Criminal Section (Pidsus) of the Central Lombok District Prosecutor’s Office, Dimas Praja Subroto, stated that this site inspection is a crucial part of the evidentiary process by the public prosecutor (JPU). The step aims to match the physical facts of the building with the case’s construction as alleged, to convince the judges of the real existence of the corruption offence.
“Upon direct inspection, we highlighted the physical condition of the 2021 fiscal year project building, which is highly concerning and proven to violate technical specifications,” Dimas said in his statement to detikBali on Wednesday (13/5/2026).
On the other hand, they also observed the project building, valued at Rp 5.9 billion in the tender, in a pitiful condition. This has also been conveyed by the expert witness presented by the JPU in the trial.
“The building is prone to collapse, based on the expert’s statement that the structure is faulty,” Dimas said.
Dimas emphasised that this pitiful physical condition has even become a wasp nest and is abandoned. According to him, the project execution is not merely a technical negligence but evidence of the malicious intent (mens rea) of the defendants.
“Through the statements and facts that we will prove in this trial, we want to show directly the visual impact of the malicious intent (mens rea) of the corruption. This is the result. As a result of that malicious intent, the impact is the suffering of the community who lose their right to health services,” Dimas stressed.
He said that through this on-site examination, the prosecutors can show concrete evidence to the judge about how corruption not only damages public facilities but also harms the community.
“It is at this location that we directly prove the contents of the indictment. This physical evidence is very important to convince the judge that the corruption crime really happened and harms the community in a real way,” he asserted.
Based on the audit results, the alleged corruption in the Batu Jangkih Community Health Centre project has caused state financial losses of up to Rp 1.038 billion. Nevertheless, amid the ongoing legal process, one defendant with initials Abdullah is known to have deposited compensation money for the state losses amounting to Rp 300 million.
It is known that the Batu Jangkih Community Health Centre building construction project was carried out using special allocation funds (DAK) of Rp 5.9 billion. The execution was handled by CV Rangga Makazza as the tender winner through the auction unit with contract number XII.2/PPK-DAK Reg/Fisik/DIKES/2021 dated 28 May 2021, with a contract value of Rp 5.954 billion.
During its course, the project execution stalled and was reported to the NTB Provincial Police. The building even partially collapsed because the work did not meet specifications, leaving findings from the Financial and Development Supervisory Agency (BPKP) representative in NTB as the auditor amounting to Rp 1 billion.
The next hearing will resume at the Mataram Corruption Court on Wednesday (13/5/2026) today, with the agenda of examining the defendants.
