The Ministry of Higher Education, Science, and Technology (Kemdiktisaintek) has stated its position of not tolerating any form of violence in higher education environments. This was expressed by the Minister of Higher Education, Science, and Technology (Mendiktisaintek) Brian Yuliarto in response to the alleged sexual violence case at the Faculty of Law, University of Indonesia (FHUI).

“Higher education must be a safe, dignified, and integrity-filled space for the entire academic community. Therefore, we emphasise that there must be no tolerance for any form of violence on campus, in any form,” said the Minister in an official statement on Tuesday (15/4/2026).

The Minister stated that higher education institutions are obliged to ensure safe, inclusive environments free from all forms of violence, whether physical, verbal, psychological, sexual, or digital-based. “Any action that degrades human dignity is a serious violation and must be handled seriously, fairly, and prioritising victim protection,” he said.

In terms of policy, Brian explained that the handling of this case refers to Ministerial Regulation No. 55 of 2024 on the Prevention and Handling of Violence in Higher Education Environments, which covers all forms of violence, including sexual violence, verbal, psychological, bullying, as well as discrimination and intolerance.

This regulation requires every higher education institution to establish and strengthen the Task Force for the Prevention and Handling of Violence in Higher Education Environments (Satgas PPKPT), and to guarantee victim protection and recovery.

If criminal elements are found in the handling process, continued Brian, law enforcement will refer to Law No. 12 of 2022 on Sexual Violence Crimes in accordance with applicable provisions. “I have also coordinated with the Rector of UI, and we are continuously monitoring the progress of this case handling, including ensuring that the parties who are victims receive the proper protection and assistance,” said Brian.

As a concrete step, he revealed, Kemdiktisaintek is coordinating with UI parties to ensure the handling process runs according to procedure, supervising the performance of Satgas PPKPT, ensuring victims receive protection, assistance, and recovery services, and encouraging transparency and accountability in the investigation process.

As part of strengthening reporting access, the public and academic community can submit reports through the LAPOR! Channel (SP4N-LAPOR), Satgas PPKPT at each higher education institution, as well as through the official Kemdiktisaintek complaint channels at the Call Centre: 126, ult@kemdiktisaintek.go.id, and 085186069126.

Meanwhile, Kemdiktisaintek has stated its commitment to ensuring the consistent implementation of violence prevention and handling policies across all higher education institutions; strengthening prevention systems through education, supervision, and institutional strengthening; encouraging strict enforcement of administrative and legal sanctions; and guiding the creation of a safe, inclusive, and integrity-filled campus culture.

“Kemdiktisaintek emphasises that higher education must be a space that upholds humanitarian values, justice, and integrity, and is free from all forms of violence,” said Brian Yuliarto.
