FH UI Sexual Violence Victims Appeal to Inspectorate General
Victims of sexual violence within the Faculty of Law at the University of Indonesia (FH UI) have objected to the Rector’s decision regarding sanctions imposed on the perpetrators. UI previously decided to impose academic sanctions in the form of suspensions against those involved in the sexual violence case in a WhatsApp group.
Victims’ legal counsel Timotius Rajagukguk stated that the victims have submitted an objection to the Inspectorate General of the Ministry of Higher Education, Science, and Technology of the Republic of Indonesia. The objection was conveyed through the Inspectorate General’s complaint channel. “The victims consider that the sanctions imposed do not yet reflect the severity of the acts and the impact experienced by the victims,” he said in a statement on Sunday, 21 June 2026.
He argued that this case is not an ordinary ethical violation, but rather a series of digital-based sexual violence intertwined with psychological violence and bullying. “It was carried out collectively and repeatedly through a digital conversation space,” he said.
Timotius stated that the sanctions imposed are not yet sufficient to provide a sense of security and protection from the risk of revictimisation within the campus environment, especially since some victims and perpetrators remain in the same academic setting.
He hopes the Inspectorate General can examine this objection objectively and ensure a decision that is fairer, more proportionate, and in the best interests of the victims, as well as guaranteeing the non-recurrence of violence in the campus environment.
The Acting Secretary General of the Ministry of Higher Education, Science, and Technology, Badri Munir Sukoco, has not yet responded regarding this matter.
UI previously decided to impose academic sanctions in the form of suspensions against the perpetrators of sexual violence. The decision was a follow-up to the investigation results and recommendations of the UI Task Force for the Prevention and Handling of Sexual Violence (Satgas PPK) together with an expert team.
UI’s Director of Public Relations, Media, Government, and International Affairs, Erwin Agustian Panigoro, stated that the sanctions were imposed in a tiered manner. “The sanction framework is determined in accordance with the Ministerial Regulation and the Rector’s Regulation, which includes administrative sanctions, suspension of academic activities (skors), up to dismissal as a student,” he said in a written statement on Tuesday, 2 June 2026.
Based on the examination results, of the 16 reported perpetrators, 15 were found to have committed violations. Three individuals were suspended for 3 semesters, 7 individuals for 2 semesters, and 4 individuals for 1 semester, while one other reported individual received a minor administrative sanction.
The sexual violence case involving dozens of FH UI students previously went viral on social media. A total of 20 female students and 7 lecturers were allegedly victimised by the perpetrators’ actions, which had been ongoing since 2020.
