FH UGM Condemns Intimidation of Lecturer Who Criticised PU Mutations

The Faculty of Law at Gadjah Mada University (FH UGM) has condemned the alleged intimidation and suppression of freedom of speech experienced by its lecturer, Nabiyla Risfa Izzati. The faculty stated it will provide institutional protection, including legal assistance, to the lecturer. In a statement released on Friday, 17 July 2026, FH UGM Dean Dahliana Hasan said that all forms of intimidation, threats, or attempts to silence members of the academic community are acts that violate academic freedom. “Such actions are not only an attack on the individual, but also undermine the integrity of educational institutions and the principles of democracy in Indonesia,” the written statement read. The leadership and the entire academic community are committed to providing full protection to Nabiyla Risfa Izzati. The faculty also guarantees that any teaching staff who carry out the three pillars of higher education with integrity will receive institutional support. Beyond institutional protection, FH UGM stated it is ready to provide moral support and legal assistance to Nabiyla in dealing with the matter. “FH UGM is ready to deploy all available resources and networks to ensure that the individual’s constitutional rights are protected,” the statement said. The faculty also called on all elements of the academic community to continue maintaining a climate of academic freedom on campus. The statement was issued amid scrutiny over the alleged intimidation of Nabiyla Risfa Izzati related to her freedom of expression. Nabiyla had previously posted criticism on social media platform X regarding a mutation policy at the Ministry of Public Works. Shortly after, she received intimidation via WhatsApp from an unknown number, which disclosed her personal data such as her national ID number and home address, and tracked her location coordinates, ultimately leading to a formal legal warning. Nabiyla did not remain silent in the face of these threats. She has appointed a law firm to send a formal warning to the owner or user of the phone number that terrorised her. “In response to this threatening and doxing action, I have sent a formal warning to the owner or user of the mobile number through a law firm,” she said on Friday. The formal warning has been sent to the mobile number, but no response has yet been received from the individual concerned. Through her legal counsel, IBLM Law Group, Nabiyla officially sent a First and Final Legal Warning dated 17 July 2026, addressed directly to the owner of the threatening mobile number.
