FH UGM Condemns Intimidation of Lecturer Who Criticised PU Mutations
The Faculty of Law at Universitas Gadjah Mada (FH UGM) has condemned alleged intimidation and suppression of freedom of expression experienced by its lecturer, Nabiyla Risfa Izzati. The faculty stated it would provide institutional protection, including legal assistance, to the lecturer.
In a statement issued on Friday, 17 July 2026, Dean of FH UGM Dahliana Hasan said any form of intimidation, threat or attempt to silence members of the academic community constitutes an attack on academic freedom. “Such actions not only attack the individual but also wound the integrity of educational institutions and the principles of democracy in Indonesia,” read the written statement.
She said the leadership and the entire academic community are committed to providing full protection to Nabiyla Risfa Izzati. The faculty also guarantees that every teaching staff member who carries out the three duties of higher education with integrity will receive the institution’s support.
Beyond institutional protection, FH UGM said it is ready to provide moral support and legal assistance to Nabiyla in facing the matter. “FH UGM is prepared to deploy all available resources and networks to ensure that the constitutional rights of the person concerned are protected,” she said.
In the statement, FH UGM also called on all elements of the academic community to preserve the climate of academic freedom on campus.
The statement was issued amid public attention on the alleged intimidation of Nabiyla Risfa Izzati relating to freedom of expression.
Previously, Nabiyla Risfa Izzati had voiced criticism of the mutation policy at the Ministry of Public Works (PU) on the social media platform X. Not long afterwards, she received intimidation via WhatsApp from an unknown number, which exposed her personal data such as her national identity number (NIK), home address, and even tracked her location coordinates, which subsequently led to a legal warning letter.
Nabiyla has not remained silent in the face of the threats. She has appointed a law firm to send a legal warning letter (somasi) to the owner or user of the phone number harassing her. “Regarding these threatening and doxing actions, I have sent a legal warning letter to the owner or user of that mobile number through a law firm,” she said on Friday.
The warning letter has been sent to the phone number in question, and there has been no further response from the party concerned.
Through the law firm IBLM Law Group as her legal counsel, Nabiyla officially sent the First and Final Legal Warning Letter dated 17 July 2026, addressed directly to the owner of the threatening mobile number.
