Fatmawati Hospital Explains Dismissal of Doctor Piprim Basarah

The Chief Executive of Fatmawati Central General Hospital (RSUP Fatmawati), Wahyu Widodo, has set out the chronology behind the dismissal of paediatric cardiology consultant Piprim Basarah Yanuarso. He claimed the sacking was purely on grounds of disciplinary violations, namely 28 consecutive days of unauthorised absence from work. Wahyu stressed that Piprim's dismissal was unrelated to his criticism of Ministry of Health policies.

The legal basis cited was Government Regulation Number 94 of 2021 on Civil Servant Discipline, which provides for the dismissal of civil servants who are absent without reason for 28 working days or more in a single year.

According to the chronology presented, a letter from the Chief Executive of RSUP Fatmawati dated 14 October 2025 stated that Piprim had been continuously absent from work from April 2025 until 29 October 2025.

"The hospital management also issued two summons letters, on 25 August 2025 and 3 September 2025," Wahyu said on Monday, 16 February 2026.

According to Wahyu, Piprim did not attend either summons. On 15 September 2025, the Chief Executive of RSUP Fatmawati imposed a disciplinary sanction in the form of a written reprimand. Piprim was found to have breached his obligations as a civil servant by failing to carry out official duties and not complying with working hours provisions as stipulated in Government Regulation 94/2021.

Despite having received the reprimand, Wahyu said Piprim once again failed to report to work without reason. An examining team then issued a summons on 16 September 2025, but Piprim did not appear. A second summons was sent on 25 September 2025 for an examination on 8 October 2025, which Piprim did attend.

Based on the examination minutes dated 8 October 2025, the management stated that Piprim acknowledged he was aware of the consequences of his actions, including the possibility of dismissal, and had nonetheless chosen to maintain his stance.

Piprim filed a lawsuit against the transfer decision at the Jakarta State Administrative Court in July 2025. Despite the ongoing legal proceedings, Fatmawati Hospital maintained that Piprim was still obliged to comply with the transfer decree until a court ruling stated otherwise.

"On that basis, the individual concerned was dismissed in accordance with civil servant disciplinary provisions," Wahyu said.

Previously, Piprim had stated that he was sacked by the Minister of Health, linking the decision to his advocacy for the independence of the paediatric physicians' collegium.
