JAKARTA, KOMPAS.com - The Ministry of Basic and Secondary Education (Kemendikdasmen) is mapping non-ASN teachers already registered in the Dapodik system as of 31 December 2024 for redistribution or to fill teacher shortages in various regions. After the redistribution is complete, the government will reorganise non-ASN teachers, including options for honorary teachers to become civil servants or PPPK in 2027. This reorganisation effort is being carried out to comply with Law No. 20 of 2023 on Civil Servants so that in the future, there will no longer be honorary teachers in public schools in Indonesia. The Director General of Teachers and Education Personnel (GTK) of Kemendikdasmen, Nunuk Suryani, guaranteed that there will be no termination of employment for honorary teachers because the government will resolve it according to the Basic Education Data (Dapodik) as of 31 December 2024. She then conveyed the statement of the Minister of State Apparatus Utilisation and Bureaucratic Reform, Rini Widyantini, who had previously stated that there would be no layoffs for non-ASN teachers. “Even though non-ASN status ends in 2026, the Minister of PANRB has stated there will be no mass layoffs because the government is formulating future teacher needs,” said Nunuk during a press conference at the Kemendikdasmen office in Central Jakarta on Monday (11/5/2026). Currently, Kemendikdasmen is formulating how to select and the scheme for selecting non-ASN teachers so that their status is clear. “The main point is that the teachers continue to carry out their duties as usual while the reorganisation is ongoing,” she explained. Therefore, the fate of honorary teachers outside the Dapodik as of 31 December 2024 will be handed over to each school. “Because actually, the actual number of teachers if not registered in Dapodik, we also don’t know. For example, private schools (recruit), establish (schools), and so on,” she said. She revealed that if honorary teachers continue to enter Dapodik, then Kemendikdasmen will not be able to complete the law. “If non-ASN can enter Dapodik again, we will never be able to finish when non-ASN actually no longer exist in our schools,” she said.
