Fasting period

In The Jakarta Post (Jan. 25, 1996) I read an article about
closing down restaurants temporarily for violating "Ramadhan
fasting month operation hours."

Isn't it rather strange that such an order can be passed by
the "city public order office" when substantial numbers of
Indonesians worship religions other than Islam?
