Jakarta: The Ministry of Investment and Downstreaming/Capital Investment Coordinating Board (BKPM) believes that national investment will increase significantly with the acceleration of Business Identification Number (NIB) issuance through adjustments to Government Regulation No. 28 of 2025 and the optimization of the Online Single Submission (OSS) system.

Deputy Minister of Investment and Downstreaming/Deputy Head of BKPM, Todotua Pasaribu, said that accelerating licensing services is a key factor in encouraging the growth of the number of business actors as well as investment realization.

“Licensing services are one of the things that also contributes greatly to investment realization itself. Because in addition to the construction process, land, the business itself, this licensing is the most fundamental thing,” said Todotua, met after the socialization of the adjustment of PP 28/2025 in Jakarta, as reported by Antara, Thursday, February 26, 2026.

According to him, the number of business actors registered through the Business Identification Number (NIB) has now reached around 15.4 million. With the OSS system being further improved, the growth of new business actors is expected to increase and have a direct impact on increased investment.

He emphasized that the indicator of the effectiveness of this policy will be reflected in two main things, namely the growth in the number of business actors and the increase in investment realization. The government is targeting investment realization of around IDR 13,000 trillion in the next five years.

One of the breakthroughs in the improvement of PP 28/2025 is the ease for micro-enterprises in the issuance of NIB. Previously, he said, micro-enterprises were required to go through the process of clarification of the Land Use Activity Suitability Permit (PKKPR) or location permits, which often took a long time.

Now, after consolidation with technical ministries, micro-enterprises can independently declare location permits on the OSS while still including the business location.

NIB can be issued faster

According to him, with this mechanism, the NIB can be issued faster. In addition, BKPM also strengthens the implementation of service level agreements (SLAs) with technical ministries and implements the principle of positive fiction. In this scheme, permits can be issued within the agreed time limit, while technical requirements are still met through a post-audit mechanism.

The parallel service model, continued Todotua, aims to shorten the investment cycle, which has often been hampered at the initial licensing stage.

“We are trying to modify this, transform this so that it is parallel, so that our investment cycle can be shorter. With a shorter investment cycle, this investment can also be realized more quickly,” he said.

BKPM ensures that the socialization of regulatory improvements and the improvement of OSS will continue to be carried out continuously in order to maintain the consistency of accelerating licensing services as the main driving force for national investment growth.
