Farhan Urges RBM to Expand Services for Vulnerable Groups

Bandung Mayor Muhammad Farhan has encouraged the Community-Based Rehabilitation (RBM) programme in Bandung to expand its service reach for vulnerable groups while strengthening collaboration with the government and various community elements to improve social welfare. “RBM has a strategic role as a driver of community empowerment, especially in assisting vulnerable groups such as people with disabilities, women, the elderly, and children. RBM must be part of problem-solving. The issues can be selected selectively, but they must be specific and have a measurable impact,” Farhan said during the RBM Technical Guidance event for the 2026 fiscal year.

Farhan believes that collaboration between the government and the community is key to expanding services for vulnerable groups. Therefore, RBM is expected not only to carry out assistance functions but also to deliver solutions that have a real impact on society. He also reminded attendees of the importance of building an inclusive culture from an early age. According to him, his experience of living alongside people with disabilities since his school days has shaped his understanding of the importance of equal opportunities for every citizen. “Inclusivity must be built as early as possible. This will create a more prepared society and ease our work in the future,” he asserted.

Farhan proposed at least three main indicators for RBM programmes: contribution to reducing social inequality, the breadth of service coverage, and service quality as measured by community testimonials. He emphasised that the number of residents reached by RBM programmes must be recorded, and the quality of services should be assessed through objective community feedback. Farhan also assured that the Bandung City Government is ready to support the strengthening of RBM, including by facilitating access to partnerships with philanthropic institutions at the local, national, and international levels. However, he stressed that this support must be backed by good and accountable organisational governance. “Governance is the main prerequisite. When we want to gain support from various philanthropic institutions, our organisational governance must be truly sound,” he added. Farhan also expressed his appreciation for the dedication of RBM administrators, regional apparatus, and all elements of society who have continuously contributed to improving social welfare in Bandung City.
