Family Reveals Investigation Findings into Death of Doctor Icha

The family has revealed a number of investigation findings related to the death of Dr Eliza Princila Utami Pakaenoni, known as Doctor Icha. The female doctor died by suicide after allegedly being intimidated by three members of the Regional People’s Representative Council of North Central Timor and one civil servant from the North Central Timor Livestock Service.

Doctor Icha’s uncle, Fabianus Banase, stated that the investigation found Leona Hospital in Kefamenanu placed Icha alongside general patients while she was receiving treatment for depression. Her psychiatric condition at the time should have required specialised handling.

Furthermore, Leona Hospital did not provide an isolation room for the deceased during her treatment. There was also no assistance provided during the psychiatric examination process. The hospital also failed to report the incident to the North Central Timor Regency Government or the Regent within 24 hours. Additionally, security facilities such as CCTV did not meet standards.

‘We deeply regret the attitude of Leona Hospital’s management, which to this day has not provided an official explanation to the public through a press conference,’ said Fabi, as Fabianus is known.

Fabi revealed that the family’s findings indicate weaknesses in the hospital’s handling, both in terms of medical services and support. He hopes the report filed with the East Nusa Tenggara Regional Police will be promptly followed up so the family can obtain justice and legal certainty, as the case has drawn public and institutional attention.

The Head of Public Relations for the East Nusa Tenggara Police, Senior Superintendent Henry Novika Chandra, said the police will coordinate with criminal, psychological, and graphology experts to compare handwriting and signatures if necessary, as well as with medical teams to examine the victim’s health condition based on medical records as part of scientific evidence.

‘We ensure all facts will be tested through a professional investigation mechanism. Every witness statement, piece of evidence, electronic evidence, and expert opinion will be analysed objectively so that the investigation results can be legally accounted for,’ Henry said.

Henry stressed that the police uphold the presumption of innocence and will not draw conclusions until the entire investigation and inquiry process is complete. To ensure optimal handling of the case, the joint investigation team will conduct periodic evaluations of the investigation’s progress. The police also urged the public to remain calm, not to be easily influenced by unverified information, and to refrain from spreading unconfirmed information that could disrupt the investigation process.
