The family of the late Dr Eliza Princila Utami Pakaenoni, known as Dr Icha, reported four individuals to the East Nusa Tenggara (NTT) Regional Police on Friday (3/7/2026) regarding the case of her death. The four are three members of the Timor Tengah Utara (TTU) Regional House of Representatives, namely Therensius Lazakar (Golkar), Norbertus Tubani (PKB), and Veronika Lake (PDIP), along with Maria Mathildis Sau, who is the wife of Norbertus Tubani. “We have made an official report at the SPKT of the NTT Regional Police and there are four reported individuals. One of them, Maria Mathildis Sau, is a veterinarian at the TTU Livestock Service,” said the family’s legal counsel, Viktor Manbait, at the NTT Regional Police on Friday. Victor explained that the report aims to ensure there are no more cases of torture and intimidation against health workers, whether verbal, psychological, or physical, in health facilities. Police are subsequently reviewing the articles that could be used to charge the four reported individuals. According to Victor, the police then applied Article 350 of Law Number 1 of 2023 concerning the New Criminal Code on the Criminal Act of Torture or Treatment Causing Physical or Mental Suffering committed by Officials or Other Parties. “Broadly speaking, that is the case, with a maximum penalty of 7 years in prison,” Victor clarified. According to Victor, the report is purely for the four individuals who are public officials. Furthermore, Maria Mathildis Sau played a role in forcing Dr Icha to administer Anti-Snake Venom Serum to a snakebite victim. “She said that she herself could go and get serum at the community health centre if a family member was sick to be injected. Well, that made Dr Icha even more tormented because of the series of verbal intimidation from the three DPRD members beforehand,” Victor revealed. Deputy Director of PPA and PPO at the NTT Regional Police, AKBP Samuel Simbolon, stated that the article complained of by the victim’s family is a single article. However, once the investigation is underway, further charges will be determined based on the relevant evidence. “For now, we are using this single article, and of course, as the process proceeds with the existing evidence, we will then determine other related articles,” Samuel explained.
