Jakarta — Dina Masyusin, Deputy Chair of the Democratic-Perindo faction at the Jakarta provincial legislature, has deemed the proposed regional regulation on family development important for enhancing human resources quality in the capital.

Dina stated that the family is the smallest social unit but has a significant impact on community quality. Strong family resilience will support broader social resilience at wider levels.

“When families face economic pressure, relationship conflicts, or parenting challenges, the consequences can expand into public problems,” Dina said in Jakarta on Monday.

Data from 2024 recorded 1,881 divorce cases in Jakarta. In the previous year, 178 divorce cases were linked to domestic violence.

According to Dina, this situation has direct implications for increasing various social problems, ranging from children losing comprehensive family support, rising risk of school dropout, to mental health disorders.

Inappropriate parenting patterns are also considered to contribute to the emergence of a generation weak in self-control, social empathy, and competitiveness.

“If not anticipated early, this condition could increase the social and fiscal burden on the provincial government in the future,” Dina said.

Her faction is pushing for the family development regulation to address problems in a structured and measurable manner, particularly in terms of policy governance.

Currently, family development programmes are considered scattered across various regional agencies with sectoral approaches.

Because of this, Dina believes the provincial government needs to explain concretely the institutional design that will coordinate implementation of the regulation so that there is no overlap in programmes between regional agencies.

Beyond governance, her faction also highlighted the importance of strengthening data through an integrated family information system. The system is expected to serve as the basis for establishing indicators for quality families and vulnerable families in Jakarta.

“We also emphasise the importance of protection services for vulnerable families through minimum service standards and rapid response mechanisms when families face social crisis,” Dina said.
