The family of the late doctor has stated that as many as 23 witnesses are prepared to give testimony regarding the alleged intimidation by two members of the Regional House of Representatives (DPRD) against Dr. Eliza Utricia Pakaenoni, known as Dr. Icha, in the emergency department (IGD) of Leona Hospital, Kefamenanu, North Central Timor Regency (TTU), East Nusa Tenggara (NTT). The two legislators were reportedly smelled of alcohol when they entered the emergency room.

This was conveyed by the uncle and family spokesperson, Fabianus Banase, when met at the funeral home in RSS Baumata, Kupang Regency, on Saturday (27/6/2026). ‘After we investigated, around 23 witnesses stated there was a smell of alcoholic spirits when they (the DPRD members) entered the IGD room. Those 23 people are ready to become witnesses when we proceed with a criminal report,’ Fabianus asserted.

According to Fabianus, the incident began when two TTU DPRD members, Norbertus Tubani from the National Awakening Party (PKB) and Therensius Lazakar from Golkar, came to the Leona Hospital emergency room regarding the treatment of a child patient with a snake bite. Based on statements from a number of witnesses at the scene, the two council members smelled of alcohol. ‘According to witnesses who were at Leona Hospital at the time, Robertus Tubani and Terensius Lazaka had consumed alcoholic beverages. When both spoke face-to-face with the doctor and other medical staff, their mouths smelled of alcohol,’ said Fabianus.

In addition to the testimony of medical personnel and those at the location, the family also claims to have received photographic documentation taken during the incident. ‘When they shouted at Icha, there was a smell of alcohol. There are also photos that were sent to us as the family,’ he said.

The family also regrets the absence of CCTV in the emergency room area of Leona Hospital, Kefamenanu. According to Fabianus, this condition complicates the process of proving the case if it proceeds to the legal domain. ‘What we regret is that the hospital does not have CCTV inside the service area. CCTV is only available outside. However, around 23 witnesses confirmed that the two DPRD members were allegedly intoxicated by alcoholic beverages when they entered the emergency room,’ Fabianus concluded.

Dr. Icha was pronounced dead on Friday evening (26/6/2026) after undergoing intensive care. Before being laid to rest, the body had undergone intensive treatment for trauma following intimidation by several members of the North Central Timor DPRD at Bhayangkara Hospital, Kupang. Icha was allegedly intimidated while on duty at the Emergency Department of Leona Hospital, Kefamenanu, where she was treating a child patient who was a victim of a green snake bite. The patient was a referral from Kefamenanu Regional General Hospital, initially received on 13 June 2026 at 12.50 Central Indonesian Time. Two men claiming to be TTU DPRD members then came to the emergency room and reportedly spoke in a loud tone to Icha. The two men were identified as DPRD members Therensius Lazakar and Norbertus Tubani, with the patient being Therensius’s nephew. ‘Doctor Icha admitted she was still experiencing fear and psychological pressure due to the shouting she received while on duty,’ a representative revealed. The alleged intimidation left Icha shaken to the point of crying at the hospital. She was later found in a weak condition at her residence and ultimately passed away.
