Fake Driving Licence and Illegal Route Exposed in Deadly Krapyak Toll Road Bus Crash

The fatal bus accident at the Krapyak Toll Road Exit Interchange in Semarang, which claimed 16 lives, has now reached a breakthrough in the investigation. Semarang Metropolitan Police have named the President Director of PT Cahaya Pariwisata Transportasi, Ahmad Warsito, as a suspect on allegations of negligence leading to multiple deaths.

The deadly crash occurred on 22 December 2025 at approximately 00:45 local time, when the bus was travelling at high speed on the toll road and struck a road barrier.

Semarang Metropolitan Police Chief Commissioner Syahduddi said the suspect designation was made following a case review. Ahmad Warsito, the President Director of PT Cahaya Pariwisata Transportasi, was found culpable for the incident.

"Investigators have designated AW, as the President Director and owner of the bus company, as a suspect," Syahduddi said at a press conference in Semarang on Wednesday, 18 February 2026.

**Illegal Route Without Permits**

Semarang Metropolitan Police outlined several areas of responsibility attributed to the company director Ahmad that led to his suspect designation. Firstly, Ahmad failed to perform supervisory functions over the operations of PT Cahaya Pariwisata Transportasi.

"Secondly, he was aware that the bus operating the Bogor–Yogyakarta route did not possess a route permit or vehicle monitoring card (KPS), yet still authorised its operation, despite staff and the company's head of operations having reported that the bus lacked both a route permit and KPS," Syahduddi said.

He stated the bus had been serving the Bogor–Yogyakarta route since 2022, despite never having obtained a route permit. "Since 2022, the Bogor–Yogyakarta route has been declared illegal," he said.

Syahduddi noted there were violations of Standard Operating Procedures, including the bus driver, named Gilang, using a counterfeit Category B1 Public driving licence. Ahmad, as the company owner, had not provided any training to the driver.

"The procedure was merely that the driver could park the bus in the garage, and the driver was then immediately instructed to operate the bus carrying passengers on the Bogor–Yogyakarta route without any prior testing," he said.

Furthermore, the suspect Ahmad had also failed to equip his bus with safety features required under Ministry of Transport regulations, including the absence of seatbelts on passenger seats.

**Fake Driving Licence Syndicate**

Semarang Metropolitan Police investigators confirmed that the Category B1 Public driving licence held by Cahaya Trans bus driver Gilang Ihsan Faruq (22) was counterfeit. Gilang and two other individuals have now been designated as suspects in connection with the fake licence.

Syahduddi explained that Gilang's licence indicated it had been issued by the Traffic Division of Padang City Police. Upon verification, the licence bearing Gilang's name was found to be unregistered at the Padang City Police licensing centre.

"Forensic laboratory test results show that the Category B1 Public licence in the name of GIF is non-identical, meaning it is a different printed product," Syahduddi said.

Based on these findings, on 1 February 2026, investigators designated Gilang Ihsan Faruq as a suspect under Article 392 paragraph 2, which states that "any person who uses a document whose contents are untrue or falsified."

Investigators developing the case revealed additional perpetrators involved in fabricating the licence: Herry Soekirman and Mustafa Kamal. Both were designated as suspects on 15 February 2026 under Article 392 paragraph 1, concerning "any person who commits forgery of an authentic document."

"Regarding the case of possession of a driving licence not in accordance with regulations, investigators have designated three suspects. The first is GIF, who was also the driver of the bus involved in the accident that killed 16 people. The second is HS, who played a role in creating and editing the driving licence held by suspect GIF. The third is MK, who assisted suspect HS and profited from the illegal licence production process," he said.

Police also seized a number of items of evidence, including the counterfeit driving licences, several mobile phones, a desktop computer unit with monitor, an Epson printer, keyboard, and mouse.

**Safety Appeal Ahead of Idul Fitri**

Syahduddi urged bus operators to ensure passenger safety and comply with regulations, particularly with the Idul Fitri holiday travel period approaching.

"We appeal to transport owners, operators, and route holders to guarantee the safety of passengers who will use their transport services, given that in the coming weeks a significant increase in public transport usage is predicted during the Idul Fitri homecoming period. We hope that traffic accidents causing fatalities among large numbers of passengers will not recur," he said.

"We remind public transport owners and operators to fully comply with regulations, standard operating procedures, and applicable laws. What we have presented today is proof of our commitment to delivering a sense of justice to all parties in connection with the accident that occurred some time ago," he added.
