Failure to Promptly Transfer Ownership of Used Vehicles May Result in Block by Korlantas Polri

Director of Registration and Identification (Dirregident) of Korlantas Polri, Brigadier General Wibowo, has reminded taxpayers to fulfil their obligations, including transferring ownership after purchasing a used vehicle from the previous owner to the new one. If not done, the vehicle could be blocked. “Taxpayers, please fill out the form (declaration) stating that the vehicle is yours, that you are prepared to be blocked, and that you are ready to process the ownership transfer next year,” said Wibowo, quoted from Kompas.com on Tuesday (14/4/2026). This policy, planned to be implemented nationally, offers leniency to owners of used vehicles to promptly process ownership transfers. If not done, the vehicle’s data will be blocked the following year. If the vehicle’s data is blocked, the owner cannot renew the STNK, causing the vehicle to be declared illegal if operated. The regulation requires using the previous owner’s ID card pursuant to Police Regulation No. 7 of 2021, but this time it can be replaced with a declaration letter. The content of the declaration letter is that the vehicle is indeed theirs and they are obliged to transfer ownership no later than the following year. “If the public has already (purchased) the vehicle, it has changed hands, and the public is the new owner without the previous owner’s ID card, we will still serve them. But we ask them to fill out the declaration form. For me, this is a solution-oriented step; we have agreed with the Governor of West Java on transforming services,” he explained. Nevertheless, Korlantas Polri will continue to verify the status of vehicles intending to pay annual taxes or transfer ownership. This is to ensure the public fulfils their tax obligations without being hindered by administrative issues.
