The Corruption Eradication Commission (KPK) has disclosed an alleged modus operandi of corruption by Pekalongan Regent Fadia Arafiq. She is suspected of using a company owned by her family to win outsourcing services procurement contracts within the Pekalongan Regency government, Central Java. Deputy for Enforcement and Execution Asep Guntur Rahayu of the KPK explained that the company, PT Raja Nusantara Berdaya (RNB), secured outsourcing contracts across several regional government agencies. ‘The total amount involved is Rp46 billion. It originates from contracts between PT RNB and regional government agencies in Pekalongan Regency,’ Asep said at the KPK’s Red and White Building in Jakarta, on Wednesday (4/3).

According to the KPK, the total value of the outsourcing project contracts reached Rp46 billion. Of this amount, about Rp22 billion was used to pay outsourcing employees working in various regional government agencies. After paying these salaries, about Rp24 billion of the project value remained with the company.

The KPK disclosed that from the remaining funds, around Rp19 billion was allegedly distributed to Fadia Arafiq’s family and her trusted associates. This finding forms part of the KPK’s investigation into alleged corruption related to outsourcing or tenaga alih daya procurement and other procurements within the Pekalongan Regency Government for the 2023-2026 fiscal year.

The case came to light from an arrest operation (OTT) carried out by the KPK on 3 March 2026 in Semarang, Central Java. In the operation, the KPK arrested Fadia Arafiq along with an aide and several trusted associates. In addition, the KPK also detained 11 other people from Pekalongan to be questioned.

On 4 March 2026, the KPK formally named Fadia Arafiq as the sole suspect in the alleged corruption case relating to outsourcing services or tenaga alih daya procurement and other procurements within the Pekalongan Regency Government for the 2023-2026 fiscal year. (Ant/E-3)
