Fact check: West Java government has not officially reinstated SPP for state schools

A Facebook post claimed that the West Java Provincial Government will reintroduce Sumbangan Pembinaan Pendidikan (SPP) fees for state schools, linking the discourse to the budget for the Free Nutritious Meals programme and the Red and White Village Cooperatives. However, fact-checking reveals that no such policy has been enacted. The proposal to reinstate SPP is still under discussion as part of a revision to Regional Regulation No. 5 of 2019 on Education Administration. West Java DPRD Commission V member Aceng Malki explained that the proposal is still being deliberated, with the council gathering input from the Education Office, schools, academics, teachers, educational organisations, and the public. He clarified that the proposed fees would only apply to parents deemed financially capable, with a minimum income of around Rp8 million per month, or those in desil 5 to 10 categories. Meanwhile, West Java DPRD Deputy Speaker Ono Surono rejected the proposal, stating that the government must guarantee 12 years of free education as mandated by law. He argued that limited school facilities should not be used as a pretext to impose fees and urged the provincial government to optimise the regional budget to cover operational costs, infrastructure, and teacher welfare without burdening parents. Thus, the claim that SPP will be reinstated in July 2026 is inaccurate; the matter remains a proposal under discussion and has not been formalised as policy.
