The Indonesian Cellular Telecommunications Association (ATSI) has committed to providing service packages featuring internet quota accumulation, or rollover. This was disclosed by ATSI Executive Director Marwan O. Baasir during a hearing for Petition Number 273/PUU-XXIII/2025 and 33/PUU-XXIV/2026 concerning the lawsuit against expiring internet quota schemes that cannot be accumulated, on Thursday (18/6/2026).

During the session, he presented the results of ATSI’s discussions with mobile operators Telkomsel, Indosat, and XLSmart, aimed at following up on the direction and recommendations of the Panel of Judges from the previous hearing. They have formulated several alternative formulas to address the demands.

Firstly, ATSI and the mobile operators have and will continue to provide and develop various internet service package options that offer greater flexibility for customers. These include internet service packages with quota accumulation features (rollover), non-rollover, and other service innovations. “With the availability of these various choices and innovations, customers can select the service that best suits their respective needs, capabilities, and usage patterns,” Marwan stated, as quoted from the official website of the Constitutional Court of the Republic of Indonesia, Friday (19/6/2026).

Secondly, ATSI together with the mobile operators are committed to enhancing transparency and ease of information access for customers. This effort is carried out by presenting information related to internet products and services in a more concise and easy-to-understand format, as well as providing various information channels that allow customers to monitor data usage and remaining quota more practically.

Thirdly, ATSI and the mobile operators will also continue to strengthen the protection of customer rights. One way is through the improvement of complaint handling systems and the implementation of periodic service evaluations. “This step is taken to enhance the customer experience while maintaining sustainable service quality,” he explained.

Lastly, ATSI stated that the prevailing policies and regulations on internet services have essentially considered various interests in a balanced manner, ranging from customer needs to the operational sustainability of telecommunications providers. This approach is deemed important to ensure the public continues to receive inclusive and quality services, while supporting mobile operators in expanding investment, improving network infrastructure, and delivering service innovations throughout Indonesia.

“ATSI and mobile operators will also continue to explore various service innovations that can provide added value and better flexibility for customers and industry sustainability in line with existing technological developments,” he concluded.
