KUDUS, Central Java (JP): Governor Soewardi is upset because
many of his officials are "living in sin" or engaging in extra-
marital relationships.

Over the past year, for instance, a total of 312 provincial
civil servants have been found violating the civil servants code
of conduct. "That is only the official number," Soewardi said.

The governor, addressing a meeting to discuss ways of
improving civil servant discipline yesterday, said the offenders
mostly come from the lower ranks and from among elementary school
