Exports via State-Owned Enterprise DSI: Bahlil Confirms Coal Royalties Will Remain Based on HBA
The Minister of Energy and Mineral Resources, Bahlil Lahadalia, has addressed the policy regarding the single-door export of strategic commodities through the specialised state-owned enterprise, PT Danantara Sumberdaya Indonesia (DSI). He stated that with the establishment of PT DSI, coal royalty policies will continue to refer to the Coal Reference Price (HBA).
Bahlil noted that royalties will still be paid by the respective companies in accordance with the prevailing HBA provisions. This regulation is stipulated in Government Regulation (PP) No. 19 of 2025 concerning the Types and Tariffs of Non-Tax State Revenue (PNBP) applicable to the Ministry of Energy and Mineral Resources.
“Therefore, the entity liable for the royalty remains the company itself (not PT DSI). By 2027, we will seek an appropriate formulation to ensure clearly that royalties are charged based on the HBA price,” he said during an interview at the DPR RI Building, Jakarta, on Monday (8/6/2026).
Bahlil emphasised that this policy does not change the nature of sales, other than the fact that they will now be processed through PT DSI.
“It remains as usual; there are no changes. It is simply that what could previously be sold directly will now be sold through PT DSI,” he added.

- Open-pit Coal
Calories ≤ 4,200 kcal/kg:
HBA < US$70 per ton (5% of price)
US$70 ≤ HBA < US$90 per ton (6% of price)
HBA ≥ US$90 per ton (9% of price)
Calories > 4,200 - 5,200 kcal/kg:
HBA < US$70 per ton (7% of price)
US$70 ≤ HBA < US$90 per ton (8.5% of price)
HBA ≥ US$90 per ton (11.5% of price)
Calories > 5,200 kcal/kg:
