Expired Operational Certificate for Terra Drone Office Since 2020
Prosecutors presented Inggrid Simanjutak, an employee from the DKI Jakarta Public Works, Spatial Planning, and Land Agency, as a witness in the trial for negligence resulting in the deadly fire at PT Terra Drone’s office. She stated that the Operational Fitness Certificate (SLF) for the PT Terra Drone building that burned had expired since 2020.
This was conveyed by Inggrid while testifying in the case of alleged negligence in the fire at the PT Terra Drone building, with the defendant being the Director of PT Terra Drone Indonesia, Michael Wisnu Wardhana. The trial was held at the Central Jakarta District Court on Wednesday (15/4/2026).
“You explained that the Operational Fitness Certificate (SLF) for the building used by PT Terra Drone as a workplace for 78 employees expired on 27 August 2020. Is that correct?” asked member judge Sunoto.
“Correct,” Inggrid replied.
Inggrid stated that the SLF needs to be renewed because it has an expiration period. She said there had been no application for renewal of the operational fitness certificate from the building’s management.
“Now, to your knowledge, under the applicable laws and regulations, does an expired SLF, among other things concerning technical aspects of the fire protection system, evacuation routes, and building safety standards, mean that the building with an expired SLF has not been confirmed to meet those safety standards legally?” the judge asked.
“Yes, correct, Your Honour, perhaps that’s why SLF renewal is required,” Inggrid replied.
“Now, in the sub-district office records, has there ever been an application for SLF renewal submitted by PT Terra Drone as the user of the building?” the judge asked.
“To my knowledge, no, sir,” Inggrid replied.
Previously, Michael Wisnu Wardhana was charged with negligence in preventing, mitigating, and extinguishing the fire that occurred at the PT Terra Drone office building in Central Jakarta. The fire resulted in the deaths of 22 PT Terra Drone employees.
The indictment trial for Michael Wisnu was held at the Central Jakarta District Court on Wednesday (11/3). The fire at the PT Terra Drone building occurred on Tuesday (9/12/2025).
Prosecutors stated that the building was used as a storage place for PT Terra Drone’s business goods, including lithium polymer drone batteries type 6s 30,000 mAh. The building also had only one main door without any emergency stairs.
The PT Terra Drone office building consists of 7 floors, with each floor connected by access stairs and 1 lift unit, with the building dimensions approximately 16 metres long and 9 metres wide. The general construction of the building is a concrete flat roof with an iron frame rooftop, gypsum ceiling with iron frame, brick walls with iron frame, and ceramic floors.
“The glass in the building cannot be opened; it is permanently installed. There is only one main door, without any emergency doors or stairs,” the prosecutor said.
Prosecutors stated that during the fire, employees had difficulty extinguishing the initial sparks because there were no fire extinguishers (APAR). The fire grew larger and resulted in 22 employees becoming victims.
