Constitutional law expert from the Indonesian Muslim University, Fahri Bachmid, has assessed that the assignment of MPR Speaker Ahmad Muzani to attend the funeral of Ayatollah Ali Khamenei as a special envoy of President Prabowo Subianto is constitutional. According to him, Muzani attended the funeral in his capacity as a special envoy of the President, not as the Speaker of the MPR. “This is in accordance with the attribution authority of the head of state, and technically the implementation of this mandate was also coordinated directly with the Ministry of Foreign Affairs as the leading sector for the execution of foreign politics and diplomacy,” Fahri said in a statement received in Jakarta on Thursday. Fahri explained that the assignment remains constitutionally valid because it rests on the President’s authority as head of government and holder of the foreign relations mandate. He also referred to Presidential Regulation Number 106 of 2025, which regulates the position and duties of special envoys of the president to carry out specific assignments outside the scope of ministries or government agencies. According to Fahri, the President can appoint professionals, public figures, or politicians as special envoys as long as they have the required capacity. However, special envoys do not have the authority to make binding decisions like ministers or to take over ministerial duties. Previously, Deputy Speaker of the MPR Bambang Wuryanto questioned the mechanism of the MPR Speaker’s appointment to attend Khamenei’s funeral because it was not discussed through an MPR leadership meeting. “I was contacted by the Foreign Minister that the President requested us to represent the people and nation of Indonesia to come to Iran to attend the funeral ceremony of Ayatollah Ali Khamenei,” Muzani said in Jakarta on Tuesday. Muzani stated that the President assigned him together with Foreign Minister Sugiono to attend the funeral ceremony and emphasised that his presence was an assignment as a special envoy of the President.
