Expert Reveals Study Results from Nadiem Era Already Pointing Towards Chromebook Procurement

An information technology expert from the University of Bhayangkara Jakarta Raya, Mujiono Sadikin, revealed the results of a study conducted during the era of Minister of Education, Culture, Research, and Technology Nadiem Makarim that already pointed towards Chromebooks. Mujiono stated this based on his data sources. Mujiono was presented by the prosecutor in the trial of the alleged corruption case involving the procurement of Chromebook laptops and Chrome Device Management (CDM) at the Jakarta Corruption Court on Monday (6/4/2026). Nadiem Makarim is seated as the defendant. “For the final document and presentation slides, looking at the data sources and then the recommendations, I can state that it already points towards Chromebooks,” said Mujiono. There are three documents from the Ministry of Education, Culture, Research, and Technology era under Nadiem that Mujiono examined in this trial. The three documents cover the initial study, the final study, and presentation materials regarding the needs for ICT facilities. According to Mujiono, the data sources used in the final study mostly came from Google. This, he said, influenced the content of the study. “From the data sources in the second study, all information was taken from Google, and mostly from Google. Therefore, because much information came from there, the decision was certainly influenced by the most abundant information, namely from Google,” he said. In addition to the final study, Mujiono assessed that the presentation materials also already recommended the use of Chromebooks. “Then, the presentation slides clearly mentioned that Chromebooks were already recommended, although Microsoft Windows was also recommended for one school, but for the other 15, if I am not mistaken in reading again, Chromebooks were already recommended. So, it was already in the form of a recommendation in the presentation slides,” he said. Besides Chromebooks, Mujiono also touched on the use of CDM in the Minimum Competency Assessment (AKM) from the Ministry of Education. Mujiono assessed that the use of CDM in AKM is unnecessary. “If it is only linked to AKM, perhaps because it is used by school students, there might be a need for settings, for example, not allowing access to certain sites during learning. But if the purpose is only for AKM, CDM is actually not needed. Not needed,” he said. Meanwhile, Nadiem Makarim responded to Mujiono’s claims regarding CDM. Nadiem stated that without CDM, mass cheating would occur in AKM. “The expert witness earlier also did not know that thanks to CDM, we can force the installation of applications, such as the Merdeka Belajar application, national assessment, we can force installation. Not only that, it protects from unusable applications. Without CDM, there would be mass cheating in the national assessment,” said Nadiem after the trial. In this case, Nadiem is charged with corruption related to the procurement of Chromebook laptops while serving as Minister of Education, Culture, Research, and Technology. The project is said to have caused a state loss of Rp 2.1 trillion. Nadiem has filed an exception. The judge rejected the exception and requested the trial to proceed to the proof stage.
