Expert: Regulated agents should be implemented for maritime transport
Jakarta (ANTARA) - Transport expert Djoko Setijowarno has stated that maritime transport needs to implement regulated agents, similar to the aviation sector, as a vital foundation for the transformation of shipping safety.
“There is a need to adapt the regulated agent concept from the aviation sector to the maritime transport mode,” said Djoko when confirmed in Jakarta on Friday.
According to the Advisory Board of the Indonesian Transport Community (MTI), regulated agents in maritime transport are necessary to ensure shipping safety.
In addition to the adaptation of regulated agents, Djoko noted that the government, specifically the Ministry of Transportation, must impose sanctions on shipping companies that fail to implement them.
This is because, he noted, one of the causes of maritime transport accidents is cargo being carried in excess of a ship’s capacity.
“The government must also be committed to the enforcement of sanctions and the integration of real-time manifest data, which will serve as a vital foundation for the transformation of shipping safety,” he said.
Djoko added that the KNKT (National Transportation Safety Committee) report in August 2026 regarding regulated agents serves as part of the supervision and control method for hazardous and toxic (B3) materials on Ro-Ro ships.
Regulated agents, he explained, are legal entities in Indonesia intended to ensure that cargo or loads transported by various modes of transport meet applicable security and safety standards.
Currently, regulated agents are only implemented in the aviation sector, where all agents are certified by the Director General of Civil Aviation of the Ministry of Transportation.
Therefore, he stated, the Ministry of Transportation needs to implement regulated agents in maritime transport to minimise maritime accidents caused by overloading.
“Through integrated supervision from upstream to downstream, the safety of lives and the reliability of Indonesia’s maritime logistics can be realised sustainably,” said Djoko.
