Expert Panel Selects Five Exemplary Officers for 2026 Hoegeng Awards

The expert panel has convened to determine the recipients of the 2026 Hoegeng Awards for five categories of exemplary police officers. The award winners will be announced at the peak event on Friday, 10 July 2026. The panel meeting took place at Menara Bank Mega, South Jakarta, on Monday (29/6/2026). The 2026 Hoegeng Awards Expert Panel consists of House of Representatives Commission III Chairman Dr Habiburokhman, SH, MH; National Coordinator of the Gusdurian Network Indonesia Alissa Qotrunnada Wahid, SPsi; Komnas HAM Deputy Chairwoman Putu Elvina, SPsi, MM; former acting KPK Chairman Dr Mas Achmad Santosa, SH, LLM; and Kompolnas member Gufron Mabruri. During the meeting, the panel determined five police officers as recipients of the 2026 Hoegeng Awards across the following categories: Police Officer with Integrity, Police Officer with Dedication, Innovative Police Officer, Police Officer Protecting Women, Children and Vulnerable Groups, and Police Officer Serving Border and Remote Areas. The 2026 Hoegeng Awards expert panel confirmed there was no intervention from any party in the selection of candidates. This was stated by panel member Habiburokhman. “We ourselves cannot even intervene with one another, so we just let it be. Anyone who feels they have an interest in intervening with us will find it impossible,” Habiburokhman told detikcom after the meeting. Mas Achmad Santosa also confirmed that the Hoegeng Awards 2026 expert panel members are not figures who can be intervened. According to him, the panel has no other interest than to elevate exemplary police figures so they are better known to the public. “This is not my first time serving on the Hoegeng Awards expert panel; I have done it four or five times. Ibu Alissa, Ibu Putu, then Pak Habib from Commission III of the DPR and from Kompolnas, I see no other interest except that we truly must elevate these good police officers to be better known by the public and their leaders, so that the good ones are encouraged to be promoted and become examples for other police officers,” said Mas Achmad Santosa. Alissa Wahid expressed a similar sentiment. According to her, the independence of the panel members was maintained in selecting the candidates. She stressed there were no entrusted names. “There was no intervention whatsoever, no entrusted names, no whispers, everything was presented as it is, including the process of checking field conditions. Then, input from the public was obtained proactively and openly. So, the space for receiving input from the public is very large, which maintains our independence,” said Alissa. Meanwhile, Gufron Mabruri hopes the Hoegeng Awards 2026 will be a prestigious award to encourage cultural reform within the Indonesian National Police (Polri). “I think this event is one of the efforts to encourage reform, by elevating their achievements, giving awards, and providing recognition to them. The hope is that this value can be replicated by other members in other regions,” he said. In line with Gufron, Putu Elvina hopes the number of exemplary police officers will increase. According to her, a greater number of good police officers can improve public trust in Polri. “We also believe that in the police reform currently being championed, we hope more candidates can participate in the Hoegeng Awards. There is an image we hope will improve, and an issue of public trust we want to see get better. So, our hope is that year after year, we get closer to what is expected from the name attached to Hoegeng,” she added. The 15 shortlisted candidates for the 2026 Hoegeng Awards are: Dedicated Police Officer category: Aiptu Dafit Rico Dermawan (Kasubnit II Unit 6 Satreskrim Polresta Padang), Brigpol Kamaludin (Bhabinkamtibmas Desa Sermong, Taliwang, West Sumbawa, NTB), and Kombes Eko Budhi Purwono (Dirbinmas Polda Riau). Innovative Police Officer category: Aipda Frits Bidara (Ps Kaur Ident Satreskrim Polres Kepulauan Sitaro, North Sulawesi), Kombes Christian Tobing (Kapolresta Sidoarjo, East Java), and Brigadier Renita Rismayanti (Member of the Polri International Relations Division). Police Officer Protecting Women, Children and Vulnerable Groups category: Ipda Kadek Sumerta (Panit Reskrim Polsek Blahbatuh, Polsek Gianyar, Bali), AKP Siti Elminawati (Kanit 1 Subdit 4 Dit Reskrimum Polda Central Sulawesi), and AKBP Ema Rahmawati (Kasubbag Binops Directorate of PPA and PPO Criminal Acts, Bareskrim Polri). Police Officer Serving Border and Remote Areas category: Iptu Bastian Tuhuteru (Kapolsek Leksula, South Buru, Maluku), Ipda Motalip Litiloly (Kasat Samapta Polres Nduga, Polda Papua), and Bripka Hamzah Ladema (Bhabinkamtibmas Desa Sonit, Banggai Laut Regency, Central Sulawesi). Police Officer with Integrity category: Kombes Muhammad Arsal Sahban (Kasubdit II Dittipideksus Bareskrim Polri), Kombes Norul Hidayat (Head of SPN Polda Bangka Belitung), and Kombes Yimmy Kurniawan (Karo SDM Polda Kepulauan Riau).
