Expert Panel Determines Top Three for 2026 Hoegeng Awards per Category, Here is the List

The Expert Panel for the 2026 Hoegeng Awards consists of Dr. Habiburokhman, S.H., M.H., Chairman of Commission III of the DPR; Alissa Qotrunnada Wahid, M.Psi., National Coordinator of the Indonesian Gusdurian Network; Putu Elvina, S.Psi., MM., Deputy Chair of Komnas HAM; Dr. Mas Achmad Santosa, S.H., LL.M., former Acting Head of the KPK; and Gufron Mabruri, member of Kompolnas. The meeting was held at Menara Bank Mega, South Jakarta, on Wednesday (6/5/2026).

There are five categories in the 2026 Hoegeng Awards: Integrity Police, Border and Remote Area Police, Dedicated Police, Police Protectors of Women and Children, and Innovative Police.

The meeting proceeded dynamically, with the Expert Panel engaging in rigorous discussions to select the top three from each category for the 2026 Hoegeng Awards. According to Putu, the selection for the Hoegeng Awards is a lengthy process because the panel must choose the best candidates.

“This process takes a long time, just like in previous years; the part that requires maximum effort is certainly selecting Integrity Police. So this involves checks and balances, cross-checks with various institutions, lifestyle, and financial reports are also requested from various sources to confirm and clarify,” said Putu after the meeting.

In agreement with Putu, Habiburokhman also considered selecting Integrity Police to be the most difficult. He stated that choosing integrity-focused police cannot be based solely on one or two incidents.

“So we have to read properly up to whether their LHKPN records are reasonable, whether there is any conflict of interest in carrying out their duties; it’s quite complicated. Because each one has achievements related to integrity, but we can’t judge someone partially; that’s the most complex part,” he said.

Meanwhile, Mas Achmad Santosa (Otta) assured that the Expert Panel cannot be intervened in selecting candidate recipients for the 2026 Hoegeng Awards. According to him, these exemplary police figures must become better known to the public.

“This is not my first time (as an Expert Panel member for the Hoegeng Awards), and with Mrs. Alissa, Mrs. Putu, then Mr. Habib from DPR Commission III and from Kompolnas, I see no interests whatsoever, except that we truly must elevate these good police officers to be better known by the public, better known by their leaders, so that the good ones are promoted and become examples for other police officers,” said Otta.

Furthermore, Alissa Wahid revealed that the main reference for this event is the figure of General Hoegeng Iman Santoso. Therefore, the prospective award recipients must possess qualities like General Hoegeng.

“General Hoegeng is famous for his dedication to the Polri and to police duties themselves. Secondly, he is known for his simplicity, his integrity, and then he is known as a very professional person, working with total commitment. So those are the basic measures for the judging process,” said Alissa.

Meanwhile, Gufron Mabruri hopes that the Hoegeng Awards will become an arena to encourage the Polri to continuously improve and become even better. According to him, Polri members must emulate the achievements of the Hoegeng Awards candidates.

“I think this event is one effort to encourage by highlighting their achievements, giving awards, giving recognition to them, with the hope that this becomes a value that can be replicated by other members in other regions,” he added.
