Expert deems Wikimedia must register as PSE to ensure legal certainty

Cybersecurity expert from Vaksincom, Alfons Tanujaya, considers it important for the Wikimedia Foundation to immediately register as an Electronic System Operator (PSE) to have legal certainty in operating in Indonesia.
According to him, the existence of PSE regulations provides a clear legal foundation for digital platforms, including in terms of user data protection and mechanisms for handling issues.
“PSE must be officially registered by law, and this indirectly also serves as legal protection for the Indonesian public. There is a representative that can be contacted if there are problems, and follow-up that needs to be done with the relevant PSE,” said Alfons to ANTARA in Jakarta on Monday.
As is known, the Ministry of Communication and Digital Affairs (Kemenkomdigi) has given an ultimatum to the Wikimedia Foundation to immediately complete the registration process as a private scope PSE in Indonesia in accordance with applicable provisions.
If the deadline is not met, access to all Wikimedia platforms, including the Wikipedia Indonesia online encyclopaedia ecosystem and Wikimedia Commons, will be blocked.
Therefore, Alfons encourages the Wikimedia Foundation to comply with PSE regulations to provide legal clarity and ensure data security for users in Indonesia.
Regarding the risks that arise if Wikimedia is not registered, Alfons said that the government will have difficulty communicating with the platform party when problems occur, both related to content and other aspects.
“If there is a problem with the PSE’s content, the government will not be able to find a party to communicate with to resolve the problem at that PSE,” he explained.
