The Jakarta Provincial Government (Pemprov DKI Jakarta) is set to increase the number of community groups entitled to free public transport. Six new groups will receive this facility, bringing the total number of eligible categories to 21.

Jakarta Governor Pramono Anung stated that one of the new groups to benefit from the facility is caregivers for people with disabilities. Previously, free access was only available to individuals with disabilities, while their companions were required to pay.

“For the six groups that will increase from 15 to 21, one of them is caregivers for people with disabilities. Currently, a persistent problem is that when a person with a disability uses transport, their companion must pay,” said Pramono, as quoted from detikcom on Wednesday (30/09/2026).

“With this regulation, caregivers for people with disabilities will not need to pay; it will be free, treated the same as the person with a disability,” he added.

The second group includes job seekers who are residents of Jakarta. However, they will be required to provide proof of active job-seeking to access the free transport facility.

“Second, job seekers who are Jakarta residents. If they can show they are looking for work—and there will be counters available in several locations—they will be granted free access as part of the 21 eligible groups,” he said.

Furthermore, the facility will be extended to patients with routine referrals who must regularly visit hospitals or community health centres (Puskesmas).

“Next are routine referral patients. Patients who repeatedly visit hospitals or Puskesmas, specifically those with routine referrals and limited financial capacity, will be exempted from payment,” Pramono explained.

Students and university students from low-income families who do not receive the Jakarta Smart Card (KJP) Plus or the Jakarta Superior Student Card (KJMU) are also included in the additional list. According to Pramono, the specific terms and requirements for these groups will be further regulated through a Governor’s Regulation.

The remaining two groups are mentored MSME (UMKM) entrepreneurs and victims of natural disasters or communities in the recovery phase following a disaster.

“We want to provide support. There are many mentored MSMEs in Jakarta. Not all MSMEs are in a position where the cost of using transport is manageable without subsidies or free access,” Pramost explained.

“The next group is victims of natural disasters, or those in the recovery phase from a disaster. So, there are 6 additional groups that will be made free,” he concluded.
