Exorbitant parking fees

A few days ago, this newspaper carried a news story about the
high parking fees at the Metropolitan Mall and Hero Supermarket
in Bekasi.
Interestingly, the parking management in these two places
raised the fee by Rp 500 per hour shortly after this news story
was run, therefore making Bekasi the second most expensive place
to park with only Soekarno-Hatta International Airport being more
expensive.
As a regular user of the parking grounds at these two
supermarkets, I'm confused about which regulation prevails in
this respect: the bylaw of the Bekasi mayoralty or the regulation
of the supermarket/mall management?
It is a pity that the Bekasi legislative council does not seem
to pay attention to this matter and prefers to concern itself
with the 0.5 percent of the proceeds from parking activities --
which the councillors claim is rightfully theirs.
In this respect, the Bekasi mayoralty must not be
discriminatory. They take stern action against street vendors but
have no guts against unfair practices of parking management at
supermarkets/malls.
