Ex-Deputy Minister of Manpower to Deliver Plea Today After Prosecutor Seeks Five-Year Sentence
Former Deputy Minister of Manpower Immanuel Ebenezer Gerungan is scheduled to read his plea at the Corruption Court (Tipikor) at Central Jakarta District Court on Monday, May 25th. The plea comes after prosecutors sought a five-year prison sentence for alleged extortion in the processing of Occupational Safety and Health (K3) certificates and receipt of gratuities within the Ministry of Manpower (Kemnaker).
“The plea hearing is set for 10:00 AM WIB,” said Central Jakarta District Court spokesperson Andi Saputra when contacted in Jakarta.
The trial will take place in the Kusuma Atmadja courtroom presided over by Chief Judge Nur Sari Baktiana. In addition to the five-year prison sentence, Noel is also required to pay a fine of Rp250 million (or 90 days in prison if unpaid), and restitution of Rp4.43 billion (or two years in prison if unpaid).
In the case’s construction, Noel is charged with extorting K3 certification applicants totalling Rp6.52 billion between 2024 and 2025. The alleged acts were committed together with ten other defendants, including Temurila, Miki Mahfud, and Hery Sutanto.
According to the charges, Noel personally gained Rp70 million from the extortion. He is also suspected of receiving gratuities worth Rp3.36 billion and a dark blue Ducati Scrambler motorcycle from Kemnaker civil servants and private parties during his tenure as Deputy Minister.
The defendants allegedly targeted several K3 certification applicants, including Fanny Fania Octapiani, Fransisca Xaveriana, and Sri Enggarwati. Beyond the defendants’ gains, the extorted funds are suspected to have flowed to other ministry officials in varying amounts.
For his actions, the former Deputy Minister is charged under Article 12(e) or Article 12(b) and Article 12B in conjunction with Article 18 of Law No. 31 of 1999 on Eradication of Corruption, as amended by Law No. 20 of 2001, and in conjunction with Article 127(1) of the National Criminal Code. The Corruption Eradication Commission (KPK) is investigating whether former Deputy Minister of Manpower Immanuel Ebenezer Gerungan deliberately hid three vehicles from his official residence.
Iqbal stated that corruption practices in Kemnaker directly impact workers’ conditions, particularly additional costs from licensing fees.
KPK spokesperson Budi Prasetyo confirmed the agency is still searching for the three vehicles: a Land Cruiser, a Mercedes, and a BAIC. He added that seized cash from Sultan’s residence is still being counted, with money and electronic evidence confirmed as seized assets.
