EU to Implement Uniform Age Limits for Social Media

Brussels (ANTARA) - The European Commission announced on Wednesday plans to restrict children’s access to social media, stating that the European Union (EU) will propose a new ‘Kids Act’ aimed at protecting minors from online dangers.

Speaking at the European Parliament, European Commission President Ursula von der Leyen stated that the commission would submit the draft legislation on Thursday, introducing various levels of protection based on a child’s age.

“No social media for those under 13. No private accounts for those under 15,” she said.

Under the proposed approach, children aged 13 to under 15 would only be permitted to use limited ‘mini accounts’ created and supervised by parents or guardians, featuring restricted functionalities and a usage limit of one hour per day.

For the 15 to 18 age group, social media platforms will be required to implement ‘safety by design’ measures, she noted.

Von der Leyen said the initiative is driven by concerns regarding the impact of social media and addictive digital designs on children, including sleep deprivation, anxiety, bullying, and self-harm.

She also stated that the EU will work to shift responsibility onto technology platforms.

“We are reversing the burden of proof. Now, platforms must prove to us that they are safe,” said von der Leyen.

She added that the issue is not merely about minors’ access to social media, but about the conditions under which social media platforms can reach children.

“Europe has the power to act. We are the ones who set the rules, not technology itself,” she asserted.

Von der Leyen noted that the EU’s approach would extend beyond minors, considering that addictive digital designs can also impact adults.

The European Commission plans to propose a broader ‘Digital Fairness Act’ next autumn, she added.
