EU Requires Ukraine to Implement 25 Reform Programmes for Aid Disbursement

Ukraine must implement commitments on 25 domestic reform programmes to receive €10 billion in aid from the European Union, part of a €90 billion loan package and the Ukraine Facility. According to the Ukrainska Pravda news portal, citing sources, Ukraine is set to receive €2.86 billion for carrying out seven reforms, including the passage of a law on transparent and fair selection of senior prosecutors, as well as simplified bankruptcy procedures for small and medium-sized enterprises. The country could also secure an additional €7.5 billion in 2026 if it implements 18 further reforms. The reform measures demanded by the EU include the appointment of independent supervisory boards at state-owned enterprises, the implementation of an updated IT system for executing court rulings, and significant investment in education and healthcare. The previously agreed €90 billion loan for Ukraine consists of two parts: €30 billion allocated as macro-financial assistance for Ukraine’s budgetary needs, and €60 billion allocated separately for military expenditure and defence industry development. The first tranche of the loan, amounting to €3.9 billion for the purchase of drones, was transferred to Ukraine on 30 June. Earlier, on 25 June, Ukraine also received the first tranche of macro-financial assistance worth €3.2 billion under a similar programme.
