EU Extends Protection for Ukrainian Citizens, Military-Aged Men Under Scrutiny

The European Union (EU) has officially approved the extension of the temporary protection policy for Ukrainian citizens for the next year. This decision was made to ensure the safety of Ukrainians fleeing the conflict in their country.

According to reports from the Ukrainian broadcasting station, Hromadske, an EU official confirmed that the written procedures for the extension were completed on Thursday afternoon local time. With the completion of these administrative procedures, the policy is now considered officially in effect.

Despite the extension, there are significant policy dynamics at play. On 1 June, EU member states discussed the possibility of revising this temporary protection policy, with the primary focus being options to limit asylum for Ukrainian men within the military service age range.

The European Commission had previously proposed changes to the mechanism to exclude newly arriving Ukrainian men within the military service category from the list of protection recipients. This move is viewed as an effort to align humanitarian protection needs with Ukraine’s overall defence capabilities.

EU Commissioner for Migration, Magnus Brunner, acknowledged that the proposal for rule changes arose at the request of the Ukrainian Government. However, Brunner denied allegations that the new measures are discriminatory against any specific group.

On the other hand, the internal situation in Ukraine shows immense pressure regarding military mobilisation. Many men are reported to be attempting to avoid military service through various means, ranging from fleeing abroad illegally and protesting by burning recruitment centres to hiding in their homes to evade officials.

The extension of the protection period is expected to provide legal certainty for millions of Ukrainian refugees in Europe, even though the issue of male participation in national defence efforts remains a heated debate between Kyiv and Brussels.
