ETLE ODOL Trial Begins, South Sumatra Becomes Region with Highest Violations

JAKARTA, KOMPAS.com - The Directorate General of Land Transportation of the Ministry of Transportation has begun implementing a limited trial of the Electronic Traffic Law Enforcement (ETLE) system based on Electronic Recording Evidence Devices for over-dimension and over-loading (ODOL) vehicles since January 2026.

Director General of Land Transportation Aan Suhanan stated that the implementation of ETLE is intended to strengthen supervision and increase compliance among goods transport actors with vehicle dimension and load regulations.

“We are carrying out the tasks and functions of this RAN under the coordination of the Ministry of Coordinating for Infrastructure and Regional Development,” said Aan in an official statement on Wednesday (13/5/2026).

“This action plan is compiled as a comprehensive government effort to improve transportation safety, reduce road infrastructure damage, and strengthen the competitiveness of the national logistics system,” Aan continued.

The trial is being conducted at three locations of the Motor Vehicle Weighing Implementation Unit (UPPKB) based on Weigh In Motion (WIM), namely UPPKB Kertapati, Talang Kelapa, and Balonggandu.

“Through ETLE, it was recorded that up to 11 May 2026, there were 98,983 violations of goods transport vehicles,” Aan explained.

South Sumatra has become the region with the highest number of violations.

The number of violations in that region reached 71,402 cases or around 73% of the total violations.

Second place is occupied by West Java with 10,347 violations or 11%.

The Jabodetabek region is in third place with 6,199 violations or around 6%.

“The rest are from various other regions,” Aan said.

Document violations were recorded at 42,427 cases or 43%.

Meanwhile, loading procedure violations were recorded at 94 cases.

“To the violators, we have printed and sent letters as a form of follow-up to law enforcement, so it is hoped that with this system, it can facilitate all parties in handling non-compliant goods transport vehicles,” he added.
