Eselon I ASN to Camats and Lurahs Excluded from Weekly WFH Scheme

Minister of Home Affairs Tito Karnavian has stated that certain categories of Civil State Apparatus (ASN) are excluded from the policy allowing work from home (WFH) one day per week. This is outlined in Home Affairs Ministerial Decree No. 800.1.5/3349/SJ, issued on 31 March 2026. “Regarding those excluded, at the provincial level, for example, high leadership positions at the madya Eselon I level, then pratama Eselon II,” Tito said. According to his presentation, there are 11 ASN positions at the provincial level excluded from the WFH policy. Meanwhile, at the regency/city level, there are 12 ASN positions excluded from the WFH policy. One of them is camats and lurahs/village heads. The list is as follows: Provincial level: - High Leadership Position Madya; - High Leadership Position Pratama; - Emergency and preparedness service units in regional apparatus organising disaster sub-affairs; - Public order, general security, and community protection service units in regional apparatus handling government affairs in public order, general security, and community protection; - Cleanliness and waste management service units in regional apparatus implementing government affairs in the environmental sector; - Population service units in regional apparatus handling government affairs in population administration and civil registration; - Licensing service units in regional apparatus implementing government affairs in investment; - Health service units in regional apparatus handling government affairs in health, such as regional hospitals, regional health laboratories, and other health units; - Education service units in regional apparatus implementing government affairs in education, such as upper secondary/vocational schools or equivalents; - Regional revenue service units in regional apparatus supporting government affairs in finance, namely Samsat; and - Other public service units providing direct services to the community. Regency/City government: - High Leadership Position Pratama; - Administrator Position (Eselon III); - Camat or equivalent and Lurah/Village Head or equivalent; - Emergency and preparedness service units in regional apparatus organising disaster sub-affairs; - Public order, general security, and community protection service units in regional apparatus handling government affairs in public order, general security, and community protection; - Cleanliness and waste management service units in regional apparatus implementing government affairs in the environmental sector; - Population service units in regional apparatus handling population and civil registration affairs; - Licensing service units in regional apparatus implementing government affairs in investment such as Mall Public Service (MPP) and One-Stop Integrated Service (PTSP); - Health service units in regional apparatus handling government affairs in health, such as regional hospitals, puskesmas, regional health laboratories, and other health units; - Education service units in regional apparatus implementing government affairs in education, such as Early Childhood Education (PAUD), kindergartens, primary schools, and junior secondary schools or equivalents; - Regional revenue service units in regional apparatus supporting government affairs in finance, such as regional tax service technical implementation units (UPTD); and - Other public service units providing direct services to the community.
