Eselon 1 Meetings in DPR Without Snacks and Lifts Restricted for Efficiency
The General Secretariat of the DPR RI is implementing efficiency measures in response to the uncertain global economic situation resulting from the ongoing US-Israel-Iran conflict. The DPR RI will no longer provide refreshments in the form of snacks during internal meetings led by Eselon 1 officials.
“Usually, snacks are provided for meetings. If the meeting runs until 13:00, then lunch boxes or something similar are prepared—what we might call a substantial meal, though it’s really just snacks and lunch,” said Indra when contacted on Sunday (29/3/2026).
He stated that meetings in bureau units do not have snack provisions. Indra explained that snacks were previously only provided for meetings led by Eselon 1.
“Even then, it’s only for meetings led by Eselon 1. So, if it’s led by Eselon 1, it’s not allowed now. We implemented something similar during Covid, right? For meetings in bureau or section units, no refreshments are allowed,” he revealed.
Indra said the DPR’s efficiency concept will run for the next year’s budget. Electricity usage, from lights to air conditioning, will also be reduced until 18:00 WIB.
“That’s the concept until December. I mean, for the next fiscal year, our stance must be one of efficiency moving forward. It’s no longer just because of a crisis or government restrictions asking for concern; I think that’s not the case anymore now,” Indra stated.

He mentioned that spaces in the Nusantara building lobby have often been lit up at night. Going forward, electricity use will be limited for energy savings.
“Usually until 18:00, spaces like the lobbies of Nusantara IV, III, and II have all the corridor lights on for preparation. Not anymore,” said Indra.
“If there are meeting rooms, we’ve informed all Section Heads and AKD to notify if there’s a meeting. So, we’ll turn on lights sectorally in the meeting rooms and perhaps the nearby lobby, but other buildings will remain off,” he added.
Indra noted that 10 lifts in the DPR are always on standby even when not in use. In the future, their operation will be limited to a maximum of 70%.
“And the lifts—there are 10 lifts on standby all the time. Not anymore; every day, we’ll operate a maximum of 70% of the lifts,” Indra said.
Based on a notification letter from the DPR General Secretariat to high-ranking officials from mid-level leaders to implementers within the DPR environment, efficiency will target restrictions on electricity use until 18:00 WIB.
“Room cooling operations (Air Conditioner/AC) from 07:00-18:00 local time. Lifts and escalators will be operated from 07:00-18:00 local time. After 18:00, efficiency in lift operations will limit usage to 70%,” the notification letter states.
“Sports facility operations that impact electricity use will be maximised until 18:00 local time,” it adds.
DPR civil servants are also urged to use public transportation. The authorities emphasise that internal meetings at each Eselon 1 level will only provide substantial meals as refreshments.
“Internal meetings at each Eselon 1 level will only provide substantial meals as meeting refreshments. Online meetings cannot provide refreshments,” the letter states.
“Civil servants are urged to reduce private vehicle use and switch to public transport,” it further states.
