ESDM Enhances Collaboration with Local Authorities to Accelerate Village Electrification Programme
The Village Electrification Programme (Lisdes) is a National Strategic Project (PSN), expected to be a cross-sectoral priority. The Ministry of Energy and Mineral Resources (ESDM) is enhancing collaboration with local governments to accelerate national electricity access through the Village Electrification Programme (Lisdes). “The Village Electrification Programme (Lisdes) is a National Strategic Project (PSN) and should be a cross-sectoral priority,” said Acting Director General of Electricity Tri Winarno, quoted from the ESDM official website accessed in Jakarta on Tuesday. Tri stated that the implementation of the Village Electrification Programme faces several challenges, including permitting processes, basic infrastructure limitations such as road, bridge, and port access, and land availability for communal solar power plants (PLTS). He added that the success of the President’s priority programme requires active support from local governments, particularly in facilitating the resolution of on-ground implementation obstacles. Therefore, he convened a Coordination and Obstacle Facilitation Meeting for the 2026 Village Electrification Programme in Jakarta on Monday (25 May). Tri also noted that the ESDM, through the Directorate General of Electricity, has implemented the programme using the 2025 Additional Cost Budget (ABT), with an initial target of 1,285 locations optimised to 1,516. As of 30 April 2026, construction progress has reached 1,403 locations, approximately 92.5%. At the forum, Central Sulawesi Governor Anwar Hafid emphasised that electricity access is crucial for communities and supports regional welfare and economic growth. “We aim to ensure no village in Central Sulawesi remains without electricity by 2029. Central Sulawesi is prepared to support and address all challenges and obstacles in implementing this programme,” said Anwar. He also expressed hope that the Village Electrification Programme would receive collective attention from all regional governments, like other national priority programmes. Meanwhile, Strategic Electricity Development Director Andriah Feby Misna explained that the ESDM has established a 2025–2029 roadmap for the Village Electrification Programme. In 2026, the government targets construction in 2,065 locations across Indonesia. “The government is highly focused on providing electricity access to communities. This is a priority for the President to drive economic growth, improve public welfare, and ensure equitable development across remote, outermost, and underdeveloped areas, leaving no one behind,” said Feby.
