ESDM Boosts Domestic Solar Panel Absorption Through 100 GW PLTS

Jakarta (ANTARA) - The Ministry of Energy and Mineral Resources (ESDM) is boosting the absorption of solar panels produced by the domestic industry to meet local needs by constructing 100 gigawatts (GW) of solar power plants (PLTS).

The statement responds to concerns about the pressure on the domestic solar panel industry, which has been affected by import tariffs imposed by the United States (US) of up to hundreds of per cent on solar panel products from Indonesia.

“The directive from the President (Prabowo Subianto) is to also accelerate the 100 GW PLTS for domestic needs. So, this will be balanced,” said Deputy Minister of ESDM Yuliot when met at the Ministry of ESDM office in Jakarta on Friday.

Regarding advocacy for Indonesian solar panel products subject to US import tariffs, Yuliot said they are still assessing the volume exported to the United States and the volume of solar panels subject to the US tariffs.

Nevertheless, Yuliot assessed that the 100 GW PLTS Programme would increase domestic demand for solar panels.

“The Directorate General of New, Renewable Energy and Energy Conservation (Ditjen EBTKE) is also detailing it. This is done with priority on 17 GW first. Then gradually it will be fulfilled up to 100 GW,” said Yuliot.

On Tuesday (24/2), the US Department of Commerce (USDOC) announced the imposition of Provisional Countervailing Duties (BMIS) on imports of crystalline silicon photovoltaic cells, whether or not assembled into modules (solar panels), from several countries, including Indonesia.

The tariff imposed on Indonesia is in the range of 85.99–143.30 per cent. The anti-subsidy investigation into solar panels will continue until a final decision scheduled for July 2026.

Comparatively, the tariff imposed on Indonesia is recorded as lower than that on several other ASEAN countries.

Malaysia is subject to tariffs of 14–168 per cent, Vietnam 68–542 per cent, Thailand 99–263 per cent, and Cambodia exceeding 3,400 per cent.
