The Director General of New, Renewable Energy, and Energy Conservation (EBTKE) at the Ministry of Energy and Mineral Resources (ESDM), Eniya Listiani Dewi, stated that from the second semester of 2026, all petrol stations will be required to mix bioethanol, specifically 5 per cent ethanol, into their petrol products.

During a Hearing Meeting (RDP) with Commission XII of the House of Representatives (DPR), Eniya noted that this policy, which will be regulated through a Ministerial Decree of the ESDM, will initially be implemented on the island of Java.

“In the second semester of 2026, all fuel enterprises will be required to perform this blending, in accordance with Ministerial Regulation Number 4 of 2025,” Eniya said at the DPR RI in Senayan, Jakarta, on Thursday, 4 June 2026.

She added that the implementation of bioethanol blending into petrol will only apply to non-assignment fuels, or non-public service obligation (non-PSO) fuels. Eniya estimated that the realisation of bioethanol blending in non-PSO fuels will utilise existing outlets within Pertamina.

“In the mandate to be issued via Ministerial Decree this month, we will expand the bioethanol outlets that are currently in a trial market phase, such as Pertamax Green 95, and they will certainly increase in 2026,” Eniya remarked.

She confirmed that to meet the requirements of this mandatory programme, the development of bioethanol-based industries is currently being ramped up. The Ministry of ESDM has identified several bioethanol plants in Indonesia, including those capable of producing fuel-grade bioethanol with an alcohol content exceeding 99 per cent.

“From here, three companies will be integrated into the mandate, and we will determine the specific volume to be established in the Ministerial Decree,” she concluded.
