Environmental body not involved

PT Freeport Indonesia has recently made announcements of its Environmental Management Plan (RKL) and Environmental Monitoring Plan (RPL) having been "approved by the government". Freeport Indonesia claims the consent of the Ministries of Mining and Energy, Forestry, Public Works, and the Local Government and community.

My question is: Why is the Ministry of Environment not involved in the approval process? Perhaps, and I may not be fully informed about this whole program, but this is a matter of the environment, is it not?

It would also be more convincing, to me at least, if a third party approval is also involved and mentioned. For instance, Walhi, or even the more conservative WWF and UNEP.
