The Ministry of Environment/Environmental Control Agency (BPLH) is preparing to form a special team to optimise the management and collection of compensation receivables from legally binding environmental dispute cases.

Minister of Environment/Head of the Environmental Control Agency, Jumhur Hidayat, stated during a working meeting with Commission XII of the House of Representatives (DPR RI) in Jakarta on Thursday that this tactical step is part of an action plan to follow up on recommendations from the Supreme Audit Agency (BPK).

Jumhur explained that besides focusing on the execution of environmental dispute compensation receivables through court channels, the team will also be tasked with collecting late payment penalties on non-tax state revenue (PNBP) debts.

This internal regulatory arrangement is designed so that the administration of financial instruments in the environmental sector can operate more transparently and accountably, while providing a deterrent effect for rule violators.

Previously, the BPK issued an official recommendation urging the Minister of Environment to immediately formulate a rigid technical guidance mechanism regarding the procedures for managing these late compensation penalty receivables.

Although the meeting did not detail the exact value of the receivables or their sources and business types, Jumhur disclosed that the ministry’s PNBP realisation for the 2025 fiscal year soared by 772 percent, reaching Rp724 billion against the set target.

Beyond the financial aspect, the BPK’s recommendation also stressed the importance of strengthening the monitoring and periodic evaluation system for all environmental recovery activities under the ministry’s purview.

Jumhur emphasised that the formulation of technical guidelines and the formation of this cross-unit team are expected to accelerate the recovery of state losses while ensuring the optimal restoration of ecosystems damaged by illegal activities.
