Jakarta (ANTARA) - Environment Minister Jumhur Hidayat supports the strategic plan of the Indonesian Ambassador to Kazakhstan concurrent with Tajikistan, Fadjroel Rachman, regarding discussions on a Memorandum of Understanding (MoU) between the governments involving Indonesia, Kazakhstan, and Tajikistan.

In a press release from the Indonesian Embassy in Astana in Jakarta on Monday, it was stated that this strategic plan is a follow-up to several meetings in Kazakhstan and Tajikistan on water and climate change issues, as well as the Regional Ecological Summit 2026 in Kazakhstan.

Jumhur emphasised that the three countries share visions and missions with great potential for collaboration.

“The three countries share visions and missions related to climate change, water, waste management, green energy, and green investment, as conveyed by Ambassador Fadjroel, including waste management into electricity, smelter decarbonisation, and the potential for giant hydroelectric power plants in Kayan, North Kalimantan, and Mamberamo in Papua,” he said.

According to him, this commonality of agendas serves as the main capital to build mutually beneficial south-south cooperation on the environment (South-South Cooperation on Environment).

“We are not just talking on paper. We agree with Mr Ambassador to formulate the scope of the G to G MoU which will cover knowledge transfer, green investment, and pilot projects,” he said.

Meanwhile, Fadjroel stated that one of the important points highlighted is the potential for cooperation on large-scale hydroelectric power plants (PLTA), reminding that bilateral relations in the water sector have actually begun to be pioneered since 2024 by President Jokowi.

“Regarding PLTA cooperation, President Jokowi once met with Tajikistan’s Prime Minister Kokhir Rasulzoda at the World Water Forum 2024 in Bali. This green economic potential can also utilise the Indonesia-Eurasian Economic Union Free Trade Agreement signed on 21 December 2025,” he said.

According to him, Tajikistan has technical experience in the construction and operation of dams and hydroelectric systems in mountainous areas, namely the Nurek Dam with an installed capacity of 3,000 MW, and the Rogun Dam, the highest in the world, with a planned installed capacity of 3,780 MW.

In connection with that, Fadjroel hopes that various international forums, especially in Kazakhstan and Tajikistan, can be attended by Jumhur, including the 2026 UN Water Conference in the United Arab Emirates and the UN Climate Change Conference (UNFCCC COP31) 2026 in Turkey.

In addition, he said, innovative funding schemes through green investment are also expected to be explored by involving state-owned electricity enterprises and private business entities from the three countries.

“This is not just ordinary diplomacy. This is an action-oriented partnership. The world is moving quickly towards green energy and a circular economy. Indonesia, Kazakhstan, and Tajikistan can move together towards a better world,” he said.
