Waste management must involve all stakeholders, from local government and communities to the private sector, according to the Environment Minister.

In Bandung, Environment Minister Hanif Faisol Nurofiq stated that no city or district in Indonesia has received the Adipura award in 2025 because none have met the criteria for comprehensive waste management.

Hanif noted that several regions previously expected to win the award still have sanitation issues that require attention. “Surabaya, which we thought would win Adipura—when we visited Benowo, illegal waste collection sites were widespread. When we left the city, the conditions also needed improvement. We visited Balikpapan, and just 100 metres off the main protocol road into residential areas, the conditions were the same,” Hanif said in Bandung on Saturday.

He emphasised that the Adipura assessment does not only examine main protocol roads but the city’s overall condition comprehensively, including residential areas.

The central government, he stressed, will not award the prize if requirements and criteria have not been met. “If it’s just the protocol road, anyone can do that. There’s no need for Adipura; simply sweeping the main road would suffice. Not everyone can achieve comprehensive cleanliness,” he stated.

Hanif cited a key requirement for winning Adipura: the absence of open dumping and illegal temporary waste collection sites. However, his office continues to find these two issues across various cities and districts.

He added that waste management solutions must involve all stakeholders, including local government, communities, and the private sector. “If we look at performance—rubbish cleared from rivers, roads cleaned—only when all of this is 100 per cent complete can we award Adipura. So the Adipura award must represent the efforts of all stakeholders in the city and district in building proper waste management,” he said.
